Climate Governance and Green Transition in the Adria Region

The Adria region is warming more than twice as fast as the global average, with recent records showing particularly high temperatures and growing exposure to heatwaves, droughts, floods, water stress, pressure on infrastructure, disruption to supply chains, and growing risks across various sectors. At the same time, climate action is still too often treated as a matter of reporting and EU compliance, rather than as a board-level priority.

Following successful events in Belgrade and Tivat, Chapter Zero Slovenia is now taking the regional forum to Zagreb. Reserved exclusively for board members, this invitation-only event will consider how climate considerations are influencing business decisions and why strong governance, clear accountability, and well-informed boards are critical to long-term competitiveness and resilience.

What is the current state of corporate governance in Croatia, and how do governance standards, certification, regulation, and board training affect boards’ ability to oversee climate-related risks and opportunities?

Effective climate governance depends on the structures behind it. Clear accountability, professional oversight, and well-prepared board members allow companies to anticipate change, make informed decisions, and respond with confidence. The panel will consider which governance practices can strengthen the role of boards and support organisations’ long-term resilience.

How are green energy and transition projects in Croatia being developed, financed, and delivered, and what role do boards play in mobilising capital, managing risk, and providing the governance needed to move them forward?

Attracting investment and achieving measurable, long-term results requires credible financing, sound governance, and effective oversight. Drawing on practical examples from across Croatia, the panel will consider what makes these projects investable and how boards can shape the decisions that determine their viability, implementation, and successful delivery.
